Quality primary Education at Moheskhali

Part-V1
Modhuardale Government Primary School is one of the teacher-powered school of Moheshkhali upazila. It has 10 teachers now and the infrastructural facilities of the school are available. The team of teachers has been working with a strong spirit and utmost sincerity. They have made the school work through their dedication and hard-working. The working teachers of the school are; Ronjana Paul, Kumkum Badrunnesa, Tipu Rani Sushil, Prianka Paul, Md. Ashiqur Rahman, Nirmal Kanti Dey, Jesmin Akhter, Umme Romman, Numey and Munira Afaj Shahin. All of them are quite competent enough. One of them is Mr. Nirmal Kanti Dey, who is a blessing for Primary education of  Moheshkhali upazila. He is good teacher having subject knowledge, professional knowledge, service related matters etc. He has sufficient knowledge of ICT, also. He speaks in clear voice and take the class being well-prepared. He thinks for quality primary education in the country and of his native upazila Moheshkhali upazila primary education. Mr. Nirmal suggests that following steps are needed to make the primary education up-to-the mark.
1. Every Primary should be made well-equipped with Computer and Multi-media based technology.
2. Every school should electricity.
3. Enough class-rooms should be made available.
4. Teachers promotion process should be made smooth and regular.
5. Salary scales of head teachers and assistant teachers should be made reasonable.
6. An Office Assistant should be appointed in each and every school.
7. Rest and recreation like facilities should be given increased.
8. Residential facilities for the teachers nearby schools should be made available.
9. Teachers-students ratio should be made in between 1:30.
10. The authority of SMC should be reduced and reasonable.
11. Head teachers attitudes towards the assistant teachers should be amicable.
12. Separate salary scale for the teachers should be introduced soon.
13. Med-day meal for students should be introduced soon.
14. School Time might be from 8:00 to 2.00 pm.
15. One Shift School is to be introduced, making it equipped with required number of teachers.
16. Boundary wall at every school is a must.
These are the school thinking of Mr. Nirmal Kanti Dey a potential young teacher of Moheshkhali upazila primary education department. He has some more suggestions for quality primary education. It is hoped that he would think about the matter more seriously and concisely, in future.

Part-V11
Today I would like to write about the quality primary education of Moheshkhali on the Shaplapur Uninon teachers` point of view. There has been held Sub-cluster training today at the Shaplapur Government Primary School having attended by of 35 teachers of the primary school of the Shaplapur union. At the end of the training, I exchanged views with them about, how to develop and ensure the quality primary education of Moheshkhali upazila. The teachers had spontaneously opined their opinions on the matter. Each and every school situation of Moheshkhali has been discussed there. They have raised many important points. I would like to mention their thoughts about quality primary education of Moheshkhali.
  1. More teachers post at the primary schools of Moheshkhali should be created and the vacant post of teachers should be fulfilled as early as possible.
  2. More furniture and teaching-learning materials should be provided the schools.
  3. More class-rooms and buildings are to be constructed.
  4. Effective coordination among the stakeholders is a must.
  5. Huge of number of teaching-learning aids are required to conduct effective classes.
  6. Sanitation problems of the schools should be removed.
  7. Internal communication problems of the upazila should be improved.
  8. Students should be taught and be taken care of with love and passion.
  9. Identity Card for the teachers should be introduced and they should be honored as well as respected.
  10. Uniform Dress for teachers at each school should be introduced.

All the teachers of Shaplapur Union agreed about the points motioned above. They sincerely think and believe that if these problems are solved, quality primary education at Moheshkhali could be possible in near future.
Part-V111
Today I would like to describe the thoughts of Mr. Shahidul Alam; the Head teacher of Fakiraghuna Government Primary school. He is one of the most experienced head teacher of Moheshkhali. He runs his school carefully and expert-handedly. He knows a lot on primary education and hopes to do something for quality primary education of this upazila. I have consulted about the matter several times with him. His present school Fakiraghuna Government Primary school is one of the good school and had done a good result in the Primary Education Completion Examination in 2014, last. He is also the member of Upazila Primary Education Committee from head teacher category of the upazila. He has a strong team of teachers in his school, who have been working hard and with utmost sincerity for quality primary education. Here are his thoughts on quality education;
  1. The government has taken a number of programs to ensure quality primary education in Bangladesh and have been monitoring them closely. Our duty is to work sincerely.
  2. He thinks all the teachers should think and work positively being united with the government initiatives.
  3. The head teachers should be empowered to run their schools independently.
  4. Teaching capacities of the Assistant Teachers should be strengthened.
  5. Government declared salary scales and other facilities are enough for the teachers now and they should be satisfied with them.
  6. Every teacher should appreciate the government initiatives.
  7. He thinks that there should not be any grouping among the teachers working at the primary schools, throughout the country. He believes that in near future the government would do much more for the teachers, so that they can live decent lives and can enjoy happy and respectful lives.
  8. Mr. Shahidu Alam promises that he would try his best for ensuring quality primary education at Moheshkhali and would make each of the primary schools resourceful, with buildings, furniture, class-rooms and teaching-learning materials.

The head teacher; Mr. Md. Shahidul Alam`s thinking on Moheshkhali primary education is like this. If his thinking could be turned into reality, people believe that it would truly be successful one.
Part-1X
Mr. Sultan Ahmed Hossaini is one of the ancient head teachers of Moheshkhali upazila. He is a man, who leads the teachers with a bold voice for their rights. He is thoroughly a gentleman and a figure, having a tall body and keeping his head high. He is the sitting president of the `Teachers` Association of Moheshkhali upazila’. Mr. Sultan works at the Timebazar Government Primary School as a veteran head teacher of it. He leads his school skillfully, both of his school management and academic affairs. He has a deep pain of not being capable of using his new school building, which has been occupied by Huanak Union Parishad, what is being used as an Office of the parishad. He has another pain of not having required number of teachers in his school now. He thinks and works for primary education of Moheshkhali as well as for the development of all over Bangladesh primary education and Primary school teachers` interest, too. Mr. Sultan thinks that to make sure of quality primary education at Moheshkhali a number of steps have to be taken and implemented. They are as following;
  1. Every teacher should be aware of and serious enough to discharging duties and responsibilities.
  2. They should be united to realize their demands and availing themselves necessary facilities they expect for them.
  3. Every teacher should be professionally committed and have to have due respect for others.
  4. Wealth of schools should be preserved and recover from the occupiers, immediately.
  5. Vacant posts of teachers should be fulfilled and new teachers should be appointed soon.
  6. There should be a friendly and cooperative relationship between the authorities and the teachers. The both parties should have to work together for quality primary education keeping hands-in-hands.
  7. Teachers prestige’s and prejudices should be upheld everywhere.
  8. The government should be more attentive giving more facilities, promotion, posting, up-gradation etc to the teachers.
  9. Teachers should not be underestimated and be looked at them mean-mindedly.
  10. Above all, the whole nation should be careful of ensuring literacy for everybody and quality education for all of our children in Bangladesh.

These are the thoughts, Mr. Sultan thinks for quality primary education of Moheshkhali as well as throughout the country. Could we have seen these materialized in our life-time? Perhaps yes or not, but these are the true demands of the time, we have to do that in near future.

Part-X
Recently there has been going on a series of various Primary schools teachers` training countrywide. Health Awareness, Better health, better education, Need based Sub-cluster training, Leadership training for head teachers, Pre-primary teachers training, Competency based training etc. are among them. More tarining courses would be held, one after another, in near future. At Moheshkhali upazila as an AUEO and Trainer, I have been conducting these courses as one of the trainer. Some of them are quite academic and some are social and health awareness; I use to be happy enough and enjoy conducting these training very much. Usually, I try to go to near to teacher, try to understand their inner-voice and maintain the training disciplines strictly, while I am at training sessions. Teachers are used to lead themselves as they like. This is the common characteristics of teachers. They can’t be in the habit of trainees as a whole and feel annoyed to be kept in patience at the training sessions, which is essential, while at training. However, I would like to describe here, the views and opinions of training participating teachers on the point of quality primary education view of Moheshkhali upazila. On the point teachers often try to speak as following ways;
1.        Most of the primary schools of Moheshkhali don’t have enough class-rooms, teachers, and furniture.
2.       They say that guardians are not aware of the value of literacy and education.
3.       The ratio of teachers and students is quite far much, for which they can’t ensure quality education for all children.
4.       They admit that they should be more serious and sincere enough at their duties and responsibilities.
5.       They use to give commitment that they would do much more after the training.
6.       At Moheshkhali upazila primary education now almost is on the track, which was not possible in the recent past as the office was not equipped with required number of officers and staffs.
7.       Most of the teachers realize that they should work hard for quality primary education.
8.       They think that they should be paid up more facilities.

Thus, the teachers opine that if the quality primary education, we truly want above problems should be solved.
 
Part-X1
I have been conducting Competency Based Training Courses for the teachers working at Moheshkhali Upzala since23rd of instant of May. Third Batch of the training is going on. This a training quite academic in nature; on the basis of Benjamin Bloom`s Taxonomy of Learning domains. The training course is for three day duration. Most of the teachers are not well-known to the Competency based learning, teaching and evaluation. I have trying much to make the method and learning theory with serious-mindedly, but the trainees are at their infant stage. In fact, most of them are not in the habit of making question papers or test. That is why they cannot receive the techniques skillfully. This is a training which is a continuing process and they have to practice it even after the training. I use to give them advice them to do that and have been imposing them to collect the manual. Though, some of them try to avoid it, I personally persuade them its importance and almost compel them to have the manual. Inspire of telling, everything in the training sessions I feel that I should write on it elaborately. What the teachers need to do after training are;
1. They have to read and follow the competency based manual, regularly.
2. They have to try understanding the Competency based teaching-learning and evaluation process carefully and seriously.
3.They have to practice the question making methods continuously, both formal and informally.
4. As it is an new trend in Primary Education System, it will take time to be in the habit of acquiring it.
5. The teachers must be academically enriched, practically on their respective subjects.
6. Since the teachers, have to conduct the Primary Education Completion Examination in the Examination Center and evaluate the answer scripts, they should have proper knowledge and expertise to do that skillfully.
7. As they are to follow the Marking Scheme, while evaluating answer script and putting number accordingly they to be expert on the process too.
Above all, to ensure quality primary education for all our children, there is no alternative for working teachers of being competent and having acquired knowledge of new changes.

Part-1V
Matarbari Government Primary School is one of the best school of Coxsbazar. Once, it made an expellant result in the primary scholarship result when it used to be held, in Chittagong division. Since 2009, it has been continuously doing good result in the Primary Education Completion Examination obtaining 100% passed and average 10 above scholarship each year. The teachers who have been working at this school are qualified, expert and competent enough. However, the head teacher Mr. Abdul Hamid is an expert and experience one, who use to work hard himself and encourages his colleagues to do so as well as upholding his school records. He thinks to develop school through day and night. His team of teachers is also sincere and helpful to him. At present, Mr. Hamid is not fully satisfied with what he does; he feels he should do more for the students, teaching-learning activities and the school development. He has 3 buildings and other facilities those are not enough to make the school works regular infrastructurally. He needs more teachers, school buildings, furniture and teaching-learning materials. He says that the locality assists and cooperate much to continue his efforts and school thinking well. He also says that he needs the following essentials to enrich his school.
  1. The government should introduce the school library programs as early as possible.
  2. More materials should be provided with latest teaching-learning aids.
  3. Teachers should be enriched more academically through training and motivation.
  4. Government Programs like Upabritti, Inter-school Sports, Bangabandu Gold Cup Football Tournament etc. should be informed the schools and teachers in time.
  5. Schools Assistances Funds; like Contingency, SLIP fund, and others should be increased and speed up.
  6. Recognition to the best teachers and hard-working teachers should be given duly and should be rewarded with great honor.
  7. Above all teachers should be behaved and respected deeply.
  8. Technology based teaching-learning activities should be geared up.

Mr. Hamid`s feelings and suggestions to ensure quality primary education an upazila like Moheshkhali, should be taken into noticed with care and serious. The higher authorities Ministry of Primary and Mass Education and the Directorate of Primary Education should consider his thoughts. He has expressed his thinking from long and practical experiences. As a head teacher of Matarbari Government Primary School of Moheshkhali, Mr. Hamid has not been being evaluated enough as much as he deserved. We have to learn from this type of head teacher and work accordingly.

Part-V
Ghurakghat Government Primary School is one of the good institution at Moheshkhali Upazila. It is at the heart of Moheshkhali Pourasava area and well equipped with essential the main factors needed a good school. Mr. Makhon Lal Dey is the head teacher of the school. He is an expert, sincere and hard-working teacher. As a head teacher, he is creative also and poetic. He leads his school well. He is a leader and manager of the school. Inspire of all these positivism, Mr. Makhon is not fully satisfied with the prevailing performances of his school. He thinks to make his school speak with success it needs to do something more. He suggests that if the Ghurakghata Government Primary School is to make more effective following steps are required to be taken.
  1. All the working teachers must be sincere and hard-working as well as they should have love and passion for the school.
  2. Each and every teacher has to be responsible and dutiful.
  3. Guardians should be made aware of the importance of literacy and education.
  4. The teachers should be obedient and polite enough to his immediate boss.
  5. No teacher should deny the head teacher’s instructions.
  6. Government budgetary and financial allocation should be increased to maintain the school expenditure.
  7. Materials for teaching and learning should be made available for the teachers and teachers.
  8. Head teachers should be empowered more to control the Assistant teachers, if they neglect their duties and responsibilities properly.

Can the expectation of the Ghurakghata Government Primary School be met up? Perhaps, could be, if every related authority do their work being serious and sincere. We should wait and continue our sincere efforts to make the primary school and the teaching-learning activities up-to-the mark that is quality education.

Ghatibanga Government Primary School is the only school which has been introduced clas-111, according to National Education Policy/2010. There are only 6 teachers now at the school. The post of Head teacher of the school is vacant for long a year. At present, there are about eight hundred students have been studying at this school. The class 8 students (44) of this school would appear at the JSC examination in 2015. The working teachers are in great anxious and they have been suffering too much now, as there are a lot of problems to run all the classes from Preprimary to class eight. They also don’t have enough class-rooms, furniture and other required logistic materials. Mr. Mukhter Ahmed is the head teacher-in-charge of Ghatibanga Government Primary School. He says that the JSC examinees have been enlisted and registered for the exam, but it is very difficult to make them well-prepared for it. According to him(Mr. Mukhter) the school has been facing seriously the following problems.
  1. There needs to be filled-up the vacant posts (07) as early as possible.
  2. There has to be posted an expert head teacher must, soon.
  3. Enough class-rooms, furniture, teaching-learning materials must be made available at the school, immediately.
  4. SMC, PTA and the local community people should be active and cooperative enough to the teachers, working there.
  5. The Upazila/District authorities have to pay heed to the problems of this school sincerely and have to take proper steps.
  6. Special Teaching/Coaching for the JSC examinees and PEC examinees should be arranged.
  7. Mr. Mukhter Ahmed also says that the working teachers should be more serious and hard-working for maintaining a minimum educational quality of the school.

It is fine to have an institution like that at the upazila level, but the problems should be resolved. The authority should be more serious for this types of schools to run smoothly.

Mr. Giasuddin Chowdhury, is the head teacher of the Moheshkhali Model Government Primary School. He says, he feels frustrated as what he thinks about school to develop can’t go far. He has been serving as a head teacher in the primary schools about 16 years. Firstly he joined at the Ghotibanga Government primary school and later he worked at the Gurakghata and Barmij GPS consequently. At his present school he has been working for about 10 years. He thinks to do something, develop it and make it one of the best one at least at the Cox`sbazar district. He keeps his records and registers of the schools up-to-date. He has a rich collection of Supplementary Reading Materials (SRM), books, teaching aids and other things. There are about 700 students and 13 teachers at his schools. His school makes out good results in the Primary Education Completion Examination and keeps it up every year. But sorry to say that it can’t make the students 100% at that exam. By and large, he doesn’t have infrastructural problems at his school. The school in badly needs of Boundary Wall. Since the school campus is open, outsiders often disrupt the school environment. Sometimes, labors working in the surrounding areas walk through the school premises and they move here and there. For this it affects the teaching-learning activities of the schools. However, the head teacher of Moheshkhali Model Government Primary School, Mr. Giasuddin Chowdhury thinks that to develop all the Primary schools and ensuring quality primary education at Moheshkhali following measures should be taken on the basis of priorities.
  1. He says that every teacher should be sincere and dedicated to their duties and responsibilities.
  2. Rules and regulations of the school must be maintained.
  3. Teachers should be professionally committed and competent enough.
  4. Sufficient fund for the maintenance of day to day expenditure of the schools should be increased.
  5. The higher authority should have to give enough freedom to the school head teacher to do his works smoothly and smartly.
  6. Teachers, who don’t have competency and capability to continue their works expectedly, should be posted with good teachers at the other schools.
  7. There should be preference of choosing or posting good teachers at the good schools.
  8. Teachers should have enough professional knowledge of teaching, practicing of teaching-learning and values of his/her profession.
  9. The community must have to be active and cooperative enough.
  10.  Parents should be aware of their children’s education as well as sending them to schools and their regular learning.
  11.  Every teacher should be students-friendly and should have passions for the students.

This the time of ensuring quality primary education for every child throughout the world.
Countries of the world, including Bangladesh, once use to give importance on the fields like; school building, class-rooms, furniture, teachers, teaching-learning materials, 100 percent enrolment, minimizing gender disparity etc. At present, all the focuses have been being given to the quality primary education. In our country, the government and the related authorities use to give priorities on this. Almost all over Bangladesh, primary schools have been made well developed and fulfilled all the demands of them, but quality education. We are internationally committed to ensure quality primary education for every child. There are still some upazilas or areas those are lagged behind in having Infrastructural problems have not gone fully. Moheshkhali upazila is one of them which don’t have enough school-buildings, class-rooms, teachers, materials and other primarily needed equipments to run a school smoothly. As I have been working here for about one and a half year, I feel that there should have been establish 40 more schools according to the number of people ( more than 3 lakhs) live here at this upazila. There was a great chance to do it while the Honorable Prime Minister Sheikh Hasina declared all the Registered and Non-Registered schools nationalized from 1st January, 2013. For Quality Primary Education a number of effective programs have been taken and being implemented by the present government.  In this series of articles titled `Quality Primary Education: What the working teachers think and why?’ I would like to draw the attention of concern authorities by narrating teachers feelings, both the Head teachers and Assistant Teachers of Moheshkhali. Since, I work with the teachers closely, I would like to express their thoughts on the view of quality primary education in this 1st installment of the series write-ups.
Problems of Moheshkhali upazila quality primary education: There are about 500 teachers have been working at the primary schools of Moheshkhali. The number of primary schools are about 72 and the number of students are about 45,000 now. Almost all the  primary school-buildings are good and workable, but a number schools don’t have enough buildings, class-rooms and furniture as well as teachers. However, what the teachers say they face in ensuring quality primary education are as following;
  1. Lack of school-buildings,
  2. Lack of furniture.
  3. Lack of class-rooms.
  4. Lack of required number of teachers and post of teachers.
  5. Guardians are not aware enough to have education of their children.
  6. SMC, PTA and the community are active and sincere enough.
  7. Teachers are not given enough facilities to maintain a minimum standard life.
  8. There has been made a gulf of differences in paying salaries and allowances between Head teachers and Assistant Teachers.
  9. There are some teachers, who are not competent and professionally committed enough.
  10. The authorities are not sincere and transparent enough.
  11. Government assistances for the over all development of Primary Education of Moheshkhali is not sufficient.
  12. Geographically, the position and communication farcicalities of the primary schools and education activities of this upazila are not favorable.
  13. Natural clamitis, like Cyclone, Tsunami, Tidal-bore, Eyela, Cider etc. sometimes make the education activities stopped as it is an Island and situated at, on the bay of Bengle.
  14. Primary Schools of the some areas like Dhalghat, Sunadia, Matarbari, Kutubjhum are at adverse environment, for which teachers can’t feel comfort to work there.

In Short, these are the problems teachers see and trace out the hurdles for the ensuring quality primary education at Moheshkhali. They think that if the prevailing challenges could be mitigated, it is possible to improve the situation and be made more developed primary education of this upazila. Thus, the national goals and expectation of the locality would be fulfilled, in near future.

Memoirs of Working for Primary
 Education at five Upazila*

Primary Education is the constitutional right of a child in Bangladesh. The government is committed to implement the pledges and agreement signed with the International organizations for ensuring the education for all. UNO, UNESCO, UNICEF and other world organizations and donors closely monitor the education and health related developmental programs of both developed and developing countries throughout the world. However, Bangladesh is one of those countries, who run a vast Primary education department in the world. Quality primary education is the crying needs of the time throughout the world. Bangldesh government started to work for making the nation literate and educated just after independence, it achieved in 1971.The father of the nation Bangabandu Sheikh Mujibur Rahman made all the Primary schools(about 38,000) nationalized in a historic declaration on 01/07/10973. Since then, Bangladesh Primary Education Scenario has been being rapidly changed  and has been entering into the age of Quality Primary Education with giving signals of success worldwide. Here in this article, I would like to write about my working memories of five working stations, including Moheshkhali.
1.Primary Education Scenario of Derai Upazila: Derai Upazila is situated at Sunamgomj district of Sylhet Division. It is an area of Haor, which undergoes water for about 8 months in each  year. Since the midst of March to October, the Upazila remains in such conditions. The remaining 4 months is the dry season of the area.  There is no vehicle except Shallow Engine Boat to move around Primary Schools throughout the Upazila. As the whole area is almost Haor-Centered, people live on the banks of the Haor and the schools also have been built up on the banks. Most of the people of the Upazila are poor fishermen and they live on fishing and agriculture. During dry season, there is no alternative, but walking. One has to move, one place to another on foot then, almost everywhere at the Upazila. Aristocrats and rich men of the upazila stay in London, Dhaka, Sylhet City and Chittagong. The famous and veteran parliamentarian Mr. Suranjit Sen Gupta is the Long-term MP of Derai-Sulla Constituency. He is one of the prominent national leader of our country, who has been actively contributing in law making at our National Assembly. However, I am writing here about the Primary Education Scenario of the Derai Upazila, when I had worked there as an AUEO since 22/06/2000 to 28/10/1003. There are about 150 primary schools and around 600 teachers working at the upazila. In most of the schools have only 3 to 4 teachers working there. The number of students almost at each and every primary school are around 40 to 100. Very few schools have more than 100 students at the primary schools of that upazila. The quality of primary education is very poor there. The quality of teachers also is not up-to-the-mark. In fact, it is quite difficult to maintain a minimum standarity and quality of Primary Education activities there, as this is a remote and hard to reach area. Most of the schools run only two to three hours daily. Teachers and students of the Primary schools of the upazila reach at schools at around 10.030 and the teaching-learning activities go on till 1.30 to 2.00; as they all have to come to schools by boat from surrounding localities. Only a few schools are regular and are led as usual, maintaining rules and regulations, those are near about upazila administration. After then, almost every school declares closed. The teachers who are not good and criminal-minded, I had tried to take stern action against them, but failed to do that, not having support from the higher authority. Here I can recall about a teacher named Jahanar Begum, who signed advanced in the attendance register remaining absence for 5 days. I sued him for this type of her crime, but she was given mercy by the then authority of the Upazila. Like the case many other teachers were accused of and got relaxed that way. That is why, quality of education there also so. Actually, the scenario of Hoar areas of the country is almost alike. I had worked there for about 4 years. As a new officer, I tried with utmost sincerity and dedication to discharge my duties and responsibilities in implementing government primary education programs. I traveled widely and inspected the primary schools of my Clusters widely and tried to correct the teachers and teaching-learning activities. But I was not satisfied at my services, as I couldn’t take the schools and teachers to the destination of having quality primary education. The authorities, Local administration, People Representatives and other social elite should give due importance to the primary schools and quality primary education of this upazila. My personal memories of working and staying there were also very painful, as I was there with family I had to pass my days through quite hardship. While I had been serving at that upazila I had a daughter. My salary was very small amount and it was very difficult for me to maintain my family life. As the upazila is far away from my native upazila Alikadam/Chakaria (which is about 500 kilometers), I couldn’t get any support from my parents family. I got involved in loan and I had to suffer a lot later also for it to recover me from the situation. I took an amount of money from my sister-in-law Bhuttu, in lieu of giving a piece of land as mortgage to her and finally I had to lose it to her. It pains me still now. Two of my higher authority/officers are also involved/accused for it. They made me compelled to lose the land. The present situation of Primary education of Derai still the same almost.
2.Primary Education Scenario of Rangunia Upazila: My experience of working in the primary education department of Rangunia upazila is comparatively good enough and sweet. I worked there for about 4 years ( October,2003 to Agust, 2007). There are about 12000 hundred teachers have been working at the upazila and about 50,000 thousand students have been studying at the primary schools there. Amng the working teachers at the primary school teachers of the upazila are the best quality. They can do and face anything about primary education activities, both academic and non-academic. They would teach even in the High School and College levels, also. A number of teachers are academically highly qualified and competent enough. They are by and large, professionally committed. Some of the primary school teachers of Rangunia so competent that they can be comapared to any teacher of the any part of the country. As a professional government education officer and Academic Superviser, my competencies were developed there while I was working at that upazila. I recognize that Rangunia Primary Education Department played a pivotal role in making me enriched. As and AUEO, my foundation was built up there. I remember, Rangunia with honour and respect. During my working period, I had tried to discharge my duties and responsibilities properly. I ghad studied a lot on various issues, including my service related matters and departmental rules and regulations. I also admit the contribution of that time, the UEO Rabiul Hossain, who helped me to be a Competent Officer. During my working time there as an AUEO, I had passed my time well for about 4 years.  
3.Rajasthali Primary Education Scenario: Rajasthali is in the hill district Rangamati nearby Kaptai Upazila. At that upazila I had spent for long five and a half years. I had joined there as an AUEO on 05/08/20107 last and had worked till 12/02/2013. On 03/06/2008, I took the charge of UEO and continued to the last date on 12/02/2015.  I tried my best to prove me as a competent and good officer, working hard for implementing primary education programmes of the Bangladesh government. I moved throughout the upazila widely and inspected each and every primary school. There are about 45 primary schools and about 200 hundred teachers working there at the Rajasthali upazila. At that upazila I had worked independently as well as strongly. I had to face many problems, but came out of them smoothly. There, I also helped the Secondary and Higher Secondary level education sector, particularly conducting SSC and HSC examinations. There was no Secondary level Upazila Education officer working at that upazila. As a result, I had to do the Examination centre duties of that level, being Officer-in-Charge of the examination centres. Personally, I felt very much lonely there and the surrounding environment for me were not favourable. As there live tribal people, as Muslim I could not move freely. At first to pass my loneliness I chose to teach the students of secondary and higher secondary levels and contued it for almost 4 years. Later, for my business of office works I gave up teaching students. There I had read a lot books on various subjects, including religious subjects. As once I was a journalist, I had the habit of writing and translating various serious matters. I could recovered it there. After joining my present job, I almost forgot to write, but very few. However, I am writing here about my experience of working with the primary education of Rajasthali. As an Officer for working at that upazila  primary education my feelings is not satisfactory, because there I experienced adverse atmosphere of my duties and  responsibilities. Since the geographical position of the area is hilly, I had to work with the risk of visible and invisible elements are very active. Most of the schools have three or four teachers and the quality of teaching and learning were not up-to the mark. As most of the teachers are tribal and their educational qualification is below degree level, they are not competent enough as teachers. They can speak Bengali well and speak in their own dialectics, they can’t. Students of that upazila also same. Howevr, the authority should give more emphasis on the over all development of hill area primary education to achieve the goals of quality education.
4.Chakaria Upazila Primary Education Scenario: Chakaria is a large Upazila of Coxsbazar district. The Primary Education activities of that Upazila is also vast. There are  130 primary schools and about 1000 thousand teachers have been working there.  I worked at that upazila for a short period of time. There are enough number of teachers almost at every school of Chakaria and the quality teaching-learning is also up-to the mark. Most of the teachers are academically highly qualified and professionally committed as well as competent enough. If they become, a bit of more sincere and dedicated, they could do a lot for quality primary education. There are no lack of structure, Class rooms and furniture also. Though I had worked for short span of time, I tried hard to work with all related with primary education there. As it is my native upazila, my utmost sincerity I engaged there. For my personal view of point, I was good enough there as I could stay with my family. But on 07/11/2013 I became thundered with bolt when I heard that I was transferred toi Moheshkhali with charge of UEO. I was almost insisted to joined my Present working station by the higher authority as the time of PSC examination very near, i.e from 20/11/2013.
5.Moheshkhali Upazila Primary Education Scenario:Moheshkhali is an Island with diversified characteristics in the country. Sometimes, peoples, who know the landscape or the nature of the Island they say that it’s not an Island, perhaps once there was a devastating earthquake by which the land was separated from the main land of the cox`sbazar. At present, Moheshkakhali is a place which is not an isolated from the other parts of the country, rather it is going to be well-communicated one, with Chakaria-Cox`sbazaras, especially peoples from the northern part of Moheshkhali can easily move to Chittagong and Cox`sbazar as well as throughout of Bangladesh. We all know that a mega-Project named `Matarbari Super Ultra Critical Coal-Firing Power Project’ and another mega project of establishing `Sunadi Deep Sea-Port’ are going to be started working soon. If the said two projects would be implemented, then the Island Moheshkhali would turn into a beautiful Island city like Singapore. Recently, Chaillatolly to Moheshkhali Sadar and Kalarmarchara to Ghurakghata roads, have been being repaired and developed. After the completion of both the roads` construction and repairmen, the internal communication of Moheshkhali would turn into nice and smooth. However, I am writing about the progress and set-backs of Primary Education Scenario of the upazila, today.

Prevailing Situation of Primary Education: There are about 72 government led Primary schools and 470 teachers have been working here at this upazila, now. The number of students has been studying is about 55,000 thousands both in government led and NGO led primary schools. The primary education activities encircling the students, ages from 5 to 14 years are quite a mammoth task. We, who are involved with the implementation process of government agenda; `Education for All’ and ensuring quality education for every student, have been working hard to achieve the targeted millennium development goals. The government has been running a special program that is mid-day meals/school-feeding, giving biscuits for each and every student at this upazila. 90% of the students studying here at the primary schools, use to get stipends. Moreover, there are about 300 Ananda Schools, led by ROSC Project (phase-11) for the drop-out students, ages around 8 to 14 years. I feel that we all need more attention and sincerity of discharging our duties and responsibilities, who have been working in the Primary education sector of Moheshkhali.
Present Problems Primary Education: There are lots of problems here at Moheshkhali, in implementing primary level education programs properly. They are like; infrastructural, class-rooms, furniture, teachers, lack of mass awareness and guardians etc. We can mention the problems in this way;
  1. Lack of enough Building structure and furniture, at most of the schools.
  2. Lack of teachers, posts and working teachers` and the ratio of teachers-students is far between them.
  3. Lack of guardians` awareness about the importance of education.
  4. Lack of teachers` professional commitment and also not being competent enough as well as not motivated well.
  5. There have not been established enough schools, according to the needs of the peoples living here. There are about more than three lakhs of people at Moheshkhali, but the number of schools is 72 till today and there should be at least around 100/120 schools.
  6. There are not enough schools at remote areas like; Dhalghata, Matarbari, Shaplapur, Sunadia and Kalarmarchara. That`s why there is an unjustified large number of students at studying schools, what is almost impossible with the limited number of teachers working there.
  7. The local elites and peoples representatives didn’t pay due heed to establishing more schools.
  8. Higher Authorities are not sincere enough to give sufficient attention to this back warded Moheshkhali upazila primary education sector.

Remedies of primary education problems: I would like to propose some suggestions and make a plan here for the over all development and improvement of primary education, involving all stakeholders related to, at Moheshkhali.
  1. First of all, every one of teachers, officers, local authorities, SMC, PTA, Political Leaders, Peoples Representatives and higher authorities must have a commitment for education for all  that there would be found no children out of school at Moheshkhali.  
  2. Guardians must be made aware of the importance of literacy and education.
  3. Sufficient building structure and furniture must be built and provided to the schools as early as possible. Besides, School buildings like Jagiraghuna, Barmeese, Bara Moheshkali should be prioritized in the reconstruction and new building list.
  4. Teachers, working at the schools must be sincere and active enough. They must have to reach the school just at 9.00 am and should not leave it before 4.30 pm. The head teacher of each Primary School must have to be a good leader of his school, a good manager also. He should have a good command over all activities of his school and must have to prove himself that he is capable of exercising any administrative action against every ill practice done by the related persons. He should start up, making a SMART Plan for his school right now, so that he could begin working well from the very first day of the coming year, 2015.
  5. Each and every teacher should have to work at school, according to their professional and subject training as well as with subject knowledge. They have to make rich themselves everyday; learning new concepts, techniques of teaching-learning, technological know-how, conducting multi-media driven classes, keeping information up-to-date and as a whole of primary education curriculum. They should prove themselves that they all are good teachers, professionally committed, honest, sincere, hard-working, nation-builders and patriots.
  6. SMC/PTA/Guardians, Students and teachers; must build up an intensive relationship among themselves and have to be committed for ensuring every student’s presence at school and quality learning or quality education.
  7. All the people of Moheshkhali have to be ambitious of being literate and educated.

I had worked here at Moheshkhali Upazila as an Upazila Education Officer (In-charge) till 28th September, 2014 from last 10th November. I have been working as an Assistant Upazila Education Officer of Primary Education level now. During my period, I discussed about the above problems with the local MP, Upazila Chairman, UNO and other leaders and elites of the Upazila. They every one knows the problems of Primary Education sector and they are sincere enough to solve them. We can hope that the prevailing problems might be meeting up, gradually. The need of the moment right now is utmost sincerity of us, who are working for primary education and doing our duties and responsibilities, properly. Once we could see each school works and speaks with great success throughout the country.

Conclusion:This article is based on my memories of Upazila Level Primary Education activities, while I had worked and have been working at present working station. It is not a research paper, recalling the snapshots of last fifteen years. I have been just writing down the scenario of primary education what I did and doing now. In future, I would like to elaborate the above thinking of mine.
